How do you get him to mow his lawn later?

“The guy that lives across the street mows his lawn at 6am every Saturday, sometimes even earlier! I’ve casually brought it up and he says he does it because it’s cool outside and it’s how he wakes up.
I know other neighbors are getting irritated as well. How do we intervene and get him to mow at a more acceptable hour?”
